The Community Development Office operates within the Community and Neighborhood Services department to seek and administer community needs grant funding for the City of Holland. The administration of grant programs is provided by City staff who are involved in the following activities:

  • Administer Community Development Block Grant (CDBG) Entitlement funds from the U.S. Department of Urban Development to address locally identified community needs.
  • Administer Community Social Services Assistance (CSSA) assistance to outside agencies wishing to contract for public service needs.
  • Prepare the Consolidated Plan to provide a prioritized strategy to direct City of Holland funding from the Community Development Block Grant (CDBG) and Community Social Services Assistance (CSSA) programs.
  • Provide Home Repair Assistance for eligible owner-occupied housing to facilitate pride and responsible homeownership.
  • Provide Continuum of Care homeless assistance planning in participation with the OAHC.
  • Coordinate local activities with the U.S. Census Bureau
  • Provide staff support to the Community Development Committee which provides citizen oversight for CDBG programs during regularly scheduled meetings.

    The City of Holland is utilizing $91,835 of American Recovery and Reinvestment Act Funds to assist moderate income homeowners to make improvements to their homes to reduce their energy costs.     NOTICE OF 7 DAY PUBLIC COMMENT PERIOD REGARDING A PROPOSED SUBSTANTIAL AMENDMENT TO CITY OF HOLLAND CONSOLIDATED ANNUAL ACTION PLAN FOR PROGRAM YEAR 2008-2009

    The US Department of Housing and Urban Development (HUD) via the American Recovery and Reinvestment Act of 2009 has allocated Community Development Block Grant (CDBG-R) funds to state and local governments to invest in their own community development priorities. On Wednesday, June 3, 2009 at 7:00 p.m. in the City Council Chambers at 270 S. River Avenue, the Holland City Council will hold a public hearing to accept comments on a proposed substantial amendment to the FY 2008-2009 Annual Action Plan - for CDBG-R as provided below:

    The City of Holland proposes to substantially amend its FY 2008-2009 Annual Action Plan to utilize its $91,000 CDBG-R allocation toward the rehabilitation of owner occupied homes located within the City of Holland.  These funds will specifically go to address necessary rehabilitation, with an emphasis on making the homes more energy efficient.  These funds will also work to stabilize the number of available construction jobs in the area.

    Copies of the amendment are available for review and comment until 5:00 p.m. on June 3, 2009 in the Community and Neighborhood Services Department at City Hall, Third Floor, 270 S. River Holland, MI 49423
