Persons desiring to qualify as candidates for any office elected at large must file a petition with the Clerk signed by not less than 60 registered electors of the city, of which not less than ten shall be from each ward of the city. In the case of Council members to be elected from the several wards of the city, such petitions must be signed by not less than 20 nor more than 40 registered electors of the ward from which such person seeks election.
