On Wednesday, May 2, 2012, the City Council of the City of Holland will hold a public hearing on the proposed budget for fiscal year July 1, 2012 through June 30, 2013. The property tax millage rates proposed to be levied to support the proposed budget – as delineated below – will be a subject of this hearing.
The proposed Fiscal Year 2012-13 total ad valorem tax millage rate is 15.2500 mills or 1.0000 mill higher than the Fiscal Year 2011-12 total ad valorem tax millage rate. The purposes of the millage rates and amounts are delineated herein. The total proposed millage rate includes
- 13.8779 mills for the City of Holland;
- 1.2721 mills for the Herrick District Library; and
- 0.1000 mills for the West Michigan Airport Authority.
All of these millages are still subject to possible adjustment by the Equalization Departments of Ottawa and Allegan counties. If the Herrick District Library or West Michigan Airport Authority millage rate changes due to equalization or Herrick District Library Board or West Michigan Airport Authority Board budget adoption action, then the City of Holland Municipal Capital Projects tax millage rate will change by the same corresponding amount in order to maintain (and not to exceed) a total ad valorem overall tax millage rate of 15.2500 mills.
The proposed Fiscal Year 2012-13 ad valorem tax millage rate for the Downtown Development Authority (DDA) District is proposed to be 1.8333 mills. This millage is assessed solely against the owners of the property within the DDA District.

The public hearing will be held on Wednesday, May 2, 2012 at 7:00 P.M. in the Council Chambers located on the first floor of City Hall, 270 South River Avenue, Holland, Michigan. Immediately following the public hearing, action is scheduled to be taken on the proposed budget and property tax millage.
The City of Holland will provide necessary accommodation and/or auxiliary aids and services, such as signers for hearing impaired persons and audio tapes of printed materials being considered, to persons with disabilities at the hearing upon five (5) days prior notice. This taxing jurisdiction is granted complete authority in establishing its property taxation rates, subject to provisions imposed by its City Charter, by voter-approved special millage items, and by State of Michigan constitutional and statutory stipulations.
