Biography
Scott Corbin was elected to the Holland City Council in November 2017, representing the 5th Ward. He currently serves as the Director of Emergency Management and Homeland Security for Kent County. Prior to this role, Scott led Allegan County Emergency Management for 19 years and previously served six years with the Putnam County, Ohio Office of Public Safety. He has been a certified law enforcement officer for more than 32 years.
Scott also served eight years in the United States Army Reserve as a Sergeant, specializing as a Heavy Combat Engineer and Demolitions Expert. He is married to Lisa Corbin, and together they have two children, Brooke Oosterman and Alex Corbin. Their family has grown to include Brooke’s husband, Jon Oosterman, Alex’s wife, Ellie Hile Corbin, and their grandchildren, Ari Oosterman and Adelina Corbin.
Education
Scott earned a Master’s Degree in Homeland Defense and Security from the Naval Postgraduate School. He also holds a Bachelor of Arts in Organizational Management from Bluffton University and an Associate Degree in Law Enforcement from Owens Technical College. Additionally, Scott holds numerous professional certifications, including the Professional Emergency Manager (PEM) credential.
Emergency Management Experience
Scott has extensive experience managing natural, technological, and human-caused emergencies. His work requires close coordination among local, state, and federal officials, as well as collaboration with public safety agencies, nonprofit organizations, and private-sector partners to ensure effective response and recovery operations.
He served two terms as President and Legislative Liaison of the Michigan Emergency Management Association (MEMA) and currently serves as a board member of the 6th District Regional Homeland Security Board, which encompasses 13 counties across Southwest Michigan.
Community Involvement
Scott serves as the Holland City Council representative to the Holland Board of Public Works and the Brownfield Redevelopment Authority. He has also served on the Holland Planning Commission, the West Michigan Regional Airport Authority, and the Parks and Recreation Committee.
Beyond city government, Scott has previously served as a board member for the American Red Cross and as an elected official for both Gunplain Township and the Plainwell School Board.
